Texas State IFTA Filing Requirements

The State of Texas is a member of the International Fuel Tax Agreement (IFTA).

To offer a comprehensive understanding, we have listed the IFTA reporting requirements, the penalty imposed, and links to other important resources.

1. Who needs to complete Texas IFTA Registration?

  • Any business or entity that is based in Texas and operates Qualified Motor Vehicle(s) in one or more IFTA member jurisdictions is required to obtain a Texas IFTA license in order to meet their fuel tax obligations with other jurisdictions.
  • These entities should list Texas as their base jurisdiction to obtain a Texas IFTA license.
  • The entity must have a registered place of business in Texas and should maintain records for their QMVs in Texas.

What are the Requirements of a Qualified Motor Vehicle?

Your vehicle will be considered QMV if it meets the following criteria:

  • Has three or more axles regardless of weight
  • Has two axles and a gross vehicle weight or registered gross vehicle weight of more than 26,000 pounds or 11,797 kilograms
  • Is used in combination when the registered gross vehicle weight exceeds 26,000 pounds
  • Is not a recreational vehicle

2. How do I apply for a Texas IFTA License?

There are two ways in which you can apply for Texas IFTA License:

Online Application - You can create an account in Comptroller’s Webfile system and apply for your Texas IFTA license online.

Paper Application - You can print Form AP-178 Texas Application for International Fuel Tax Agreement (IFTA) Licens, complete it and mail it to the address mentioned below.

Once your license application is approved, the IFTA license and decal(s) will be mailed to your address. Two decals will be issued for each vehicle. Click here to learn about applying for an IFTA Licence to Texas.

Note: There is no fee for the Texas IFTA license and decals.

3. How do I renew my Texas IFTA license?

The state of Texas will check your eligibility for an automatic renewal of your IFTA license by December 1 of every year. If you are eligible, you will be provided with new IFTA credentials (license and decals) at no extra cost.

The renewal of your IFTA license may be denied if

  • You were delinquent in the tax payment or fee administered by the Comptroller
  • You have forfeited or canceled registration with the Texas Secretary of State
  • You were delinquent in paying child support or student loans.

Note: You can use the previous year’s IFTA license and decals for your QMVs until March 1, if your IFTA account is in good standing.

4. What are the Texas IFTA reporting requirements?

If you have obtained an IFTA license for your QMVs from the state of Texas, you must file your IFTA report every quarter.

IFTA requires you to complete your reporting even if your QMVs haven’t traveled or all the miles traveled were within the state of Texas.

6. When are the deadlines to file Quarterly Texas IFTA Returns?

Here are the deadlines for filing quarterly Texas IFTA returns:

*If the due date falls on a Saturday, Sunday, or legal holiday, the next business day is considered the due date.

7. What are the penalties for not filing Texas IFTA Reports?

The state of Texas will impose a penalty if you fail to file your return or complete the tax payment on time.

The penalty amount will be $50 or 10% of the net tax liability will be imposed. Additionally, interest will be added to all late tax payments.
